Elevenlabs is seeking a Public Sector Partnerships Lead to drive adoption of our AI voice platform across French government agencies and public institutions. Lead strategic partnerships, navigate public procurement, and shape how the public sector leverages voice AI for accessibility and efficiency.

As the Public Sector Partnerships Lead for France, you will be at the forefront of Elevenlabs' expansion into the French public sector. You will own the strategy, execution, and relationship management with government agencies, state-owned enterprises, educational institutions, and non-profit organizations. Your mission is to establish Elevenlabs as the preferred audio AI platform for public sector innovation, driving adoption of our text-to-speech, voice cloning, and voiceover technologies.

You will work cross-functionally with our product, legal, engineering, and marketing teams to tailor our offerings to meet the specific compliance, security, and accessibility standards required. This role demands a deep understanding of the French public procurement process, strong networking skills, and the ability to navigate complex bureaucratic structures. Success will be measured by partner satisfaction, revenue targets, and the number of successful public sector deployments.

Key Responsibilities:

• Develop and execute a comprehensive go-to-market strategy for the French public sector.
• Build and maintain a robust pipeline of partnership opportunities with government ministries, regional councils, and public organizations.
• Lead end-to-end public procurement tenders (appels d'offres) and contract negotiations.
• Serve as the primary point of contact for public sector partners, ensuring long-term satisfaction and growth.
• Collaborate with product teams to adapt AI voice solutions for accessibility (e.g., for visually impaired citizens) and localization (e.g., regional languages).
• Organize workshops, demos, and case study presentations to educate public sector stakeholders.
• Monitor regulatory changes (e.g., EU AI Act, French digital sovereignty laws) and ensure compliance.

• Experience: 7+ years in public sector partnerships, government sales, or business development, ideally in SaaS or AI/tech.
• Market Knowledge: Deep understanding of French public procurement law (Code de la commande publique) and experience navigating public tendering processes.
• Language: Native-level French and fluent English (both written and spoken).
• Network: Established relationships with French government agencies, state-owned enterprises, or public institutions is a strong plus.
• Skills: Exceptional negotiation, project management, and stakeholder management abilities.
• Tech Savvy: Familiarity with AI, voice technologies, or accessibility solutions is highly desirable.
• Travel: Willingness to travel within France for client meetings and events.
